Report on the Condition of Indian Tribes. [1279] Testimony covering the entire continent west of the Mississippi River; major findings: (1) population is declining, (2) Indian wars are often caused by lawless white, (3) wars also caused by loss of hunting grounds, (4) military vs. civilian control of the Indian Bureau is a difficult problem to decide, and (5) evils in the Indian system will not be solved until Indians are civilized, or entirely disappear.
